Here are the details of technology for navigating to a specific land lot on undeveloped property. Assuming that engineering drawings exist for the proposed development, and drawing details about the property can be provided in shape (.shp) file format, then there is a utility that import the shape file and transfer the map data to a consumer grade car navigation unit. The utility is called ExpertGPS with GIS Option Pack (ExpertGPS is a great program on its own, you get topos and aerials for all 50 states, the GIS Option Pack is an add-on).

Once you are up and running and have the .shp files imported to ExpertGPS, it is a simple matter to transfer the data to Garmin, Magellan, or Lowrance or other supported GPS receiver.

There are several units to choose from, so here is some guidance. If you want true car navigation, make sure the GPS you choose features "auto routing" otherwise your routing may be as the crow flies.
You will also want a GPS that comes preloaded with street detail, otherwise you will have to purchase detail maps for every part of the country you want coverage.
If you are looking for a unit that is good for car navigation as well as taking with you in the woods, my recommendation is the Garmin Quest2.
